Equipment and training: the same criteria for everyone?

UKC announces cooperation with Chinese and French delegations on training and equipment procurement for cardiac surgery, then headed by Nikola Šobot. We ask about public investment criteria and psychiatry’s place among the priorities.

Editorial summary

UKC’s official announcement of 7 May 2024 records a visit by Chinese and French delegations, professional training and the objective of procuring advanced cardiac-surgery equipment. It announces cooperation; it does not confirm a signed contract, a price or delivery of specific equipment.

On 12 June, Oslobođenje reported Đajić’s announcement of “procurement of state-of-the-art equipment from China and France”, but also described him swearing while addressing a colleague and bending down to the female guests’ height. The outlet described the conduct as inappropriate. MONDO published his response on 14 June: he defended the joke and claimed the delegations were pleased. That account of the guests’ reaction comes from Đajić, not an independent statement by the guests themselves.

The same official announcement identifies Nikola Šobot as head of the Cardiac Surgery Clinic. The Government appointed him acting UKC director general in November 2025. This documents a connection between public roles, not proof that his department received preferential treatment. That conclusion would require budgets, priority criteria and comparable procurement data.

Đajić headed UKC, while Šobot headed cardiac surgery, the service targeted by the announced cooperation; Šobot later took over the leadership of UKC. For the initiative, the key issue is continuity of management responsibility: while international equipment procurement is announced, what comparable priority is given to a permanent psychiatry building? The reviewed sources from 2026 still do not confirm that building’s completion.

Linked 2026 entries record a new oncology and haematology building with palliative care, while psychiatry receives a new boiler house amid a construction-permit dispute. The archive also records earlier improvements in psychiatry. The initiative asks which public criteria determine why some projects gain new facilities while a lasting solution for psychiatry remains at the announcement stage. This comparison does not prove diversion of funds.

Important context

The visit took place on 7 May 2024; coverage of the conduct and response was published on 12 and 14 June. Equipment procurement was an announced objective, not confirmed delivery. Later events provide 2025–2026 context, not proof of preferential treatment.
