Statements over time

Words remain.
Context matters too.

Short excerpts from public statements in their original wording. Each includes a date, the speaker’s role at the time and a link to the full text.

Actors, statements and outcomes

What changed
between two statements?

Comparing sources, roles at the time and later status. Conclusions are the initiative’s editorial analysis; each includes the limits of the evidence.

Announcement and a later absence of a deadline

A permanent solution was announced back in 2007.

Ranko Škrbić · Milan Skrobić

Health minister and Clinical Centre director in the 2007 report.

  1. At the opening of a donated building, Škrbić announces funding for Paprikovac; Skrobić says financing is still incomplete.

  2. Škrbić again announces the Banja Luka psychiatric clinic.

  3. Šobot describes waiting for loan procedures, without a start date.

What the comparison shows

Almost two decades separate the permanent-solution announcement from another report of waiting.

Limits of the evidence. The donated building was an improvement. These sources do not establish that no other investment occurred between announcements.

The initiative’s question

Which document now connects those earlier announcements with funding and a binding deadline?

Question of institutional consistency

Health warnings and the institution’s own heating.

Mirko Stanetić · UKC

Director in the 2011 announcement; pulmonologist and former director in the 2025 interview.

  1. Stanetić presents plans for a new clinic at Paprikovac.

  2. The report records Stanetić’s dismissal and Đajić’s appointment.

  3. UKC reports renovating the boiler house and installing a new boiler.

  4. Stanetić warns about rising lung-cancer patient numbers and air pollution, alongside smoking and other factors.

  5. Šobot says the old boiler house was relocated because of polluting particles.

What the comparison shows

The connection is institutional: health warnings and a later statement about emissions from the institution’s own plant warrant reading together.

Limits of the evidence. We do not attribute the 2019 decision to Stanetić. He was dismissed in 2017. This boiler house has not been shown to cause the reported cancer increase.

The initiative’s question

Where are the measurements and heating-system comparisons focused on protecting patients and neighbours?

Announcement versus later status

An expected start year becomes another wait.

Alen Šeranić · Ministarstvo zdravlja

Minister in the 2020 announcement; the Ministry answers funding questions in 2024.

  1. Šeranić expects the project to begin that year, including relocation to Paprikovac.

  2. The Ministry tells FENA that deadlines cannot yet be given and the loan must become operational.

What the comparison shows

Four years after the expected start, the institution still gives no construction deadline. This documents a gap between the announcement and later status.

Limits of the evidence. The 2020 statement is an expectation, not a contractual deadline. The Ministry also describes procedures involving BiH institutions.

The initiative’s question

Who is responsible for each remaining step, and by when?

Different accounts of readiness

A tender soon — followed by further loan procedures.

Slobodan Hajder · UKC

Assistant general director in the 2022 report.

  1. Hajder describes funding and documentation as practically secured, with a tender expected soon.

  2. The Ministry describes steps to make the loan operational, after which procurement can follow.

What the comparison shows

The public heard an account of imminent readiness in 2022; the 2024 response describes an earlier stage of the financing process.

Limits of the evidence. The 2022 article names EIB, while the 2024 response names CEB. Without the contracts, we cannot establish that these are the same arrangement or a proven falsehood.

The initiative’s question

Which loan and tender did the 2022 announcement refer to?

Announcement and explanation of delay

From an imminent solution to unavailable funds.

Vlado Đajić · UKC

Director in the 2023 and 2025 statements.

  1. Đajić expects a solution for the new building soon.

  2. Đajić says funds are still not operational and attributes the delay to BiH institutions; UKC reports roof repairs.

What the comparison shows

The promise of an imminent solution is not matched by operational funds in the later report. The explanation for the delay remains alongside the comparison.

Limits of the evidence. The reported repairs are retained. Comparing statements alone does not establish legal responsibility for the financing delay.

The initiative’s question

Which document confirms the specific delay and the responsible institution?

Dispute between a statement and a reported finding

An appeal to legality. Construction without a permit?

Nikola Šobot · UKC

Acting director in the March interview and director in the October 2026 report.

  1. Discussing the site, Šobot calls for a lawful process that protects the institution.

  2. CAPITAL reports an inspector’s finding that the new boiler house was built without a permit. Šobot cites City guidance, a smaller pellet boiler and an appeal.

What the comparison shows

The appeals to legality and guidance stand against the reported finding of a missing permit. This is a concrete dispute that requires publication of the documents.

Limits of the evidence. The first interview concerns the site, the second the boiler house. The full inspection document has not been reviewed; the appeal outcome is unconfirmed. UKC denies allegations about harmful waste fuel.

The initiative’s question

What exactly did the City order: reduced emissions, relocation or both? Where are the permits and appeal decision? We ask for the same transparency standard for the boiler house and the new clinic.

Earlier office and later criticism

The critic previously held the ministerial portfolio.

Slobodan Stanić

Minister for part of 2013; SDS health committee chair in 2021.

  1. His own CV lists a ministerial term from 14 March to 5 September 2013.

  2. Stanić presents the clinic’s conditions and warns about fire risks in the old barracks.

  3. Later reports record a fire at the clinic.

What the comparison shows

The earlier role is relevant context for his criticism. The safety warning warrants comparison with the later event.

Limits of the evidence. A short term does not prove personal failure or hypocrisy. The 2021 warning does not establish the cause of the 2024 fire or the condition of the same hydrant.

The initiative’s question

Which protective measures followed the public warnings?

Continuity of the site question

A future use for the site before a new-clinic date.

Igor Radojičić · Draško Stanivuković

Radojičić as mayor in 2017 and councillor in 2026; Stanivuković as mayor in 2026.

  1. Radojičić says both the City and Clinical Centre claim ownership of the land.

  2. BL Portal records Radojičić’s school proposal and Stanivuković’s support for negotiations, while a new-clinic deadline remains absent.

What the comparison shows

The same site is again discussed for another public use, while the conditions and timetable for relocating the clinic remain open.

Limits of the evidence. This concerns the order of priorities, not proof of ownership, private interests or unlawful disposal of land.

The initiative’s question

Which plan first guarantees safe and dignified accommodation for the existing patients?

Open research question

The term is documented. A specific statement is missing.

Dragan Bogdanić

Health minister in 2013–2018, according to CIN’s record of terms.

  1. CIN’s profile lists ministerial terms in 2013–2014 and 2014–2018. The date here is the profile update date.

  2. The Ombudsman visit records accommodation and heating problems during that period.

What the comparison shows

The term and recorded problems overlap in time. Decisions and a comparable public statement are missing for an assessment of a specific inconsistency.

Limits of the evidence. Failure to find a statement does not prove that no action was taken. We do not attribute an invented promise to him.

The initiative’s question
